William Firth MacGregor was born in 1896 in the Orkney Islands of Scotland. He studied at the Edinburgh College of Art and the Royal Scottish Academy, where he won the gold medal in drawing. He came to Canada in 1925. In 1926, along with his fellow Edinburgh College graduate J.W.G. "Jock" Macdonald, he was hired by Charles H. Scott to teach at the Vancouver School of Decorative and Fine Arts. The teaching roster also included Frederick Varley of Group of Seven fame. Macdonald oversaw Crafts and Design, MacGregor taught drawing, and Varley taught painting.
In 1931, MacGregor and Goodridge Roberts opened "The Gatineau Summer School of Painting." MacGregor served as director and taught painting; Roberts oversaw composition and drawing.
MacGregor returned to Toronto in 1932 and painted in various locations around the country. The 1934 publication "The Perkins Bull Collection, Peel Pictures Given by The Artists" included seventeen works by MacGregor.
MacGregor died in Toronto in 1979.
